PowerPoint charts order the content based on how the data creating the chart is ordered. But if you need to flip around an axis, it can be done very quickly so you don’t have to rearrange your data.

This is done in axis formatting options. The first step flips the data but also moves your axis scale, our second step returns the scale to its original position.
